the TPP ってのは TPP のグループのことだと思う。are の前までが主語？ A are meant to bring about is B.
are と is のどっちがメインの動詞？ the TPP talks で名詞グループとして考えて、that 節 が that the TPP talks are meant to bring about ってことか？ その場合意味はどうなるんだ？
